This indicates that the animals are turning naturally, but they are deliberately released. The source of the problem is in the defects of human behavior and cattle management. But, they are really ignored or claimed animals. Because they are left by their owners and don’t take care of them.
This is an important aspect of the problem, because it shows that not only the ‘partisan’ animal problem, but also for human responsibility and cattle management. In many states of the country, the problem of animal that does not claim is a serious appearance. The cow’s dynasty, which entered the fields and destroy crops, left their owners when they were stopped in milk production and caused a huge trouble to the farmers.
The problem of party cattle
Over the past few years, the problem of livestock that has not been claimed in many states has taken a terrible appearance. The cow’s dynasty openly turns the cows and bulls, causing crops to feed, walking on agricultural land and sometimes human security. According to the 2020 Agriculture Ministry and the Government of India, only in Uttar Pradesh, only in Uttar Pradesh losers about Rs 5,000 crore every year due to livestock cattle. This situation is a matter of concern for farmers who rely on agriculture.
Depending on the number of accidents growing with farmers and cattle, it is important to find an effective and stable solution to this problem. In the last assembly elections, the issue of cattle cattle is also an important election issue, Prime Minister Narendra Modi has publicly spoken out. However, there is no significant change in the situation after the elections. An effective and long -term solution to this serious problem is the installation of ‘Animal Hostel’ (cattle hostel). These shelter sites provide a safe base for animals that are not claiming, but are beneficial by using their waste for both farmers and the environment.
Errors in solution efforts
The government has implemented several schemes to deal with this problem, but they failed to give the results of expected.
Establishment of Kaushedas in villages
There are plans to build cusheds for animals that are not claimed, but their implementation is limited and useless. The lack of funds, lack of resources and increasing the number of livestock is not proven effectively. According to the 2020 report of the Ministry of Agriculture, most people do not have enough space and facilities for the Causheds, and their management is often suffering from administrative inability and financial crises, causing cattle to rotate publicly.
Negligence in control and surveillance
The government has grabbed control vans and grips to catch and collect party cattle, but according to the 2021 report of NITI Aayog, which is a temporary solution. The number of these wines and activity is limited and the time and space of cattle is often not appropriate, from which they will return soon. In addition, the lack of effective legal action against livestock owners can repeatedly give birth to a problem.
Defects in compensation for crop loss
The government has made a provision to compensate the farmers for the loss of cattle, but according to the 2022 report of the Indian Council of Agricultural Research, there are many flaws in the scheme. Due to real damage, the amount of compensation is very low and due to administrative delays, corruption and complex processes, farmers do not benefit completely.
Impaired enforcement of animal protection law and policy
There are animal cruel prevention law and other relevant laws for the protection of livestock, but according to the 2020 report of the Ministry of Animal Husbandry, the enforcement of these laws is very weak. Livestock owners do not have an effective system that keeps their animals responsible and often there is no action. For this reason, the number of livestock is increasing and they are rotating with no control, causing farmers to suffer constantly.
