Public Agenda Director says the power transformation and invisible poverty will challenge Amazon | The economy

Liberal – Sergio, you wanted to start by giving you an overview of the public agenda’s performance. How did you work in Brazil to be socially affordable and inclusive?
Sergio Andrade – We have been working for 15 years with programs that improve the quality of public services and spatial development programs that have been working for 15 years. Why is it so important to combine these dimensions? The quality of living as a result of access to good public services. And without guarantee of stable sources of income, income for the implementation of public policies and municipalities are not doing well. So we, on the public agenda, by advocacy, in the state and federal councils, are treated with great knowledge about Brazil. From capitals like Belem, we assess the quality of public services and the challenges of the municipality, until we work together with the realities of the municipalities of different sizes, until the western, southwest and south parade, we have been working for five years.
What is Energy Poverty and what are the main challenges to overcome it in Brazil, especially on Amazon.
Sergio Andrade – This is a difficult feeling to paint. This agenda has an affordable transition platform built by companies and municipalities – especially oil municipalities, mining – needs to be varied. We are talking about the base of the fossil economy. It is essential to make a long -term planning. One example is the status of Rio de Janeiro, which depends very much on oil income. How do we transform municipal earnings to make a variety of revenues and take advantage of the opportunities of the Green Economy? There are two elements of energy poverty: safe, stable and electricity, as well as financially available to cooking power. Today, 17% of Brazilian homes still cook. In the northeastern rural area, it reaches 85%. People do not use it by tradition, but are not necessary. This invisible problem is that we want to portray it through fair transformation research.
In recent months, the COP has been talking more about 30. How do you look at the possibility of putting an agenda of fuel justice in the midst of these global negotiations about climate change?
Sergio andrade – a special forum. The importance of COP 30 in beleme is huge. We hope everyone receives good here and the city will be a stage for related discussions such as weather justice. We are talking about lives. According to the World Health Organization, 3.2 million people die every year due to the escape of cooking, especially women and children, which are tied to the use of timber. The public agenda is participating in the construction of the project, which is focused on the Agricultural Systems (SAFS) in Rondon Do Para and Region (exposure).
Liberal – Now I want to talk about a para visit. You are creating a project that is focused on agroforestry systems. What are the goals behind this initiative and which part of the state are you dealing with?
Sergio Andrade – We know how much agriculture is needed for the country. It is often our main source in the main activity and trade balance of our economy. But we have a basic form of the economy that arises through family agriculture, which guarantees the support of millions of families and is responsible for food security. The family farmer produces what we eat: fruits, dairy, vegetables. In Parara, there is a sophisticated strategy, and at the beginning of the re -umption of the federal government, family agriculture, the programs have expanded – but it must come to the municipalities. In partnership with a partner program for Amazon and Suzano, we are working in the five municipalities of Southwest Para based on Rurapolis. We want to strengthen public managers to build services that are understandable to farmers. Most programs are left because they do not consider real needs. Despite the financing resources, they do not reach the tip.
Liberalism – and these Safe, as they are called, how are the farmers’ practical and steady?
Sergio Andrade – Paraku has examples of success like ACAI, but other crops in manufacturing backyard patterns. The Federal Program Consortium areas are preserved with local and manufacturing species. Camps, bases and small manufacturers can use these areas to grow these areas to cultivate ACAI and cocoa – which is growing in the international market – legumes, corn, passion fruit. Combining short -term income crops with commercial value species and protecting the environment. It is a manufacturing agroforestry system. This is not just a restoration: this is the income for the producer. And that’s the main challenge. The farmer should look at the value. It often guarantees food and still preserves the legal storage of the property, including protecting water cheeks. It is necessary to identify it.
Liberalism – How did local public administrators participated in this process, especially in areas with some resources?
Sergio Andrade – We have built what we call “users journey” or Citizen Journey. Understanding the challenges to serve the rural producer is a task with public administrators. Why don’t the farmer follow this program? Why not increase income? We are building this path together. The event has been exchanged with practices and high -level structures nationwide. We call open innovation bells: producers, experts, universities, companies, all together to solve real problems. How to fix logistics challenges? How to access credit? Financial institutions are also involved in the area. It was very popular. We believe it will succeed, especially in the southwest para.
What are the main practices of the public agenda for years – and for years? What did you collect with this historical moment for Brazil?
Sergio Andrade – When we try to understand why public policies have failed, there are two basic aspects: rule and economic base. Coordination is required between areas. The problem of economic development is not solved only in the Economic Development Secretariat. This includes economic actors, people and social policies. We need solid organizational arrangements. Participating in society is essential. We have to listen to users. The basis for our work is the Act 13.460, the Public Service User Defense Code. It gives us the basis for hearing, building and evaluating with the citizen.
Therefore, evaluation of services is required. We are supporting the Federal Ombudsman’s office for new research on major federal public services. In the end, the reality does not change without working in the financial base. What is the economic base of the territory? If it is fragile, vulnerability is greater. The future of mining, for example, paralo: How to think about municipalities that rely on the destination of municipalities for 20 years? When the cycle is over, there may be no replacement. It is necessary to think from scratch. Agriculture, industry, knowledge economy, investment attraction – all must be planned from the beginning, so that the development is for everyone.
