Waste – the permanent transition passed

After a revolution in the collection of waste, treatment and deposit, which was implemented for a few decades, which indicates the creation of different entities to manage them – both in urban, majestic and dangerous solids – Portugal passed the speed of the province, in the issue of waste.

Community funds allowed us to stay away from the common citizen from the obstacle, and forget that once they are built, these infrastructures cannot be alpha and omega for waste policy. With the entry of the scene of the reduction, the recycling, the separation of biological, the estimation of membership or energy, among other things, these infrastructure will be only the rule.

In addition, European investment will not pass through waste burials or even burning, widespread in other most advanced geographical regions. Over time, we faced plans (Persu, Horn, etc.), which were (in the normal rhythm, (and continues) suggesting new goals and emphasizing not compliance with the old.

About half of Disina, at a specialized conference, warned against exhausting the landfill and the imminent need to export waste- a strategy for the Italian that will have very negative environmental and economic consequences- which made me feel easily anxious from the old man at the present time.

Unfortunately, in recent months, the Foreign Minister has arrived at Terreiro to ensure that this would likely be a solution to the critical situation in which we live. The action plan (the land), which asked the government to the Experts Committee, to determine the situation, with reference to the exhaustion of most waste, and the insufficient ability to treat at the level of goals, in almost all goals. On the wild plane proposals, some positive notes are imposed:

• The need for specific and not general campaigns: Most campaigns depend on the belief that knowledge and information change behaviors. Unfortunately, behavior is associated with specific contexts, attitudes and habits, with various incentives, which do not resist simplified solutions and require diagnoses and interventions suitable for context;
• Societies’ involvement: Due to the opposition of the population to build burials and new infrastructure, these often extend unjustified, which confirms the rightness of this competition. A technical view is required in the relationship with the population who control it and bring societies to the process, not only during the evaluation of the environmental impact;
• Variety of solutions: There is no unique separation process in our homes, as there is no “better” treatment system. From local fertilization solutions to energy evaluation or recycling facilities distributed throughout the region, solutions must be regional.

The challenge facing the next government involves the implementation of a waste policy that allows the mixture of incentives, enhances correct solutions and the activity of various agents. It is always necessary to be flexible in the hierarchical sequence of waste, but always flexible in separation and treatment solutions.
