This concept is simple but innovative: Just as there are climatic refugees or protected people for humanitarian reasons, scientists and academics who face political repression, discounts in financing or ideological persecution should be able to find their work in other countries that appreciate freedom of thought and produce knowledge.
Portugal collects the characteristics that you put positively to integrate this international effort. The country has a long tradition in welcoming dialogue and cultures, in addition to the presence of high -quality universities and research centers, capable of integrating foreign researchers with efficiency and merit. In a global context in which scientific talent is very competitive, researchers can represent a lever to enhance our scientific ability and the international position of Portuguese research.
The establishment of a legal law for scientific refugees will allow a humanitarian response to those who see their academic freedom, but also an investment in human capital.
By receiving researchers who have relevant projects, Portugal will benefit directly from his experience, and scientific networks that integrate and motive to internationalize national science.
In addition, this statute will allow Portugal to reach as a country committed to the values of science, democracy and academic freedom, symbolic, political and moral action.
However, it is important to realize that the effectiveness of such a measure will depend on its strict implementation. The appointment of this basic system must be dedicated carefully, ensuring that only researchers are their academic freedom, in fact, they can actually benefit from it. This standard is essential not only for the credibility of this measure, but also to ensure good management of public resources and scientific reception structures.
It is also necessary that this reception be accompanied by appropriate financing mechanisms. François Hollande also warned, it is not enough to grant visas and residence permits, it must be ensured that investigators can continue their projects with good working conditions, in expressing national institutions. Creating specific scholarships, scientific integration programs and international partnerships will be necessary for the situation for a permanent positive impact.
Consequently, the idea of creating a scientific refugee status is a strategic opportunity because welcoming these scientists represents an investment in the country, their ability to innovate, bring them down international, and value scientific knowledge.
