Reflection on some proposals from the PSD/CDS alliance

In the current political context, which is characterized by demographic, social and technological challenges, it is necessary to analyze electoral proposals due to their concrete importance in response to the structural problems in the country. Without assuming any party’s position or intention to vote, it is important to highlight a set of measures registered in an electoral program that deserves, in its nature and its potential impact, appreciation.

First of all, pre -school education is a measure of special importance. There is a scientific consensus that extends on the benefits of pre -school education in developing children’s cognitive, social, emotional and communication skills. Studies indicate that students who attend this level of education, on average, are better academic performance in the future, and increase the ability of emotional self -organization and the most solid socialization patterns. Consequently, pre -school education contributes to alleviating inequality in the beginning, as it is a central tool in promoting educational and social stocks since the early years of life.

Another procedure highlights is the creation of tax benefits for companies that adopt effective practices to support parenting and motherhood. The assignment of incentives to entities that enhance the installation of daytime care centers, which employ women or parents with children up to three years, and implement flexible times or other strategies that facilitate reconciliation between professional and family life, is a response related to the demographic retreat that Portugal is going through. In a country the fertility rate is among the lowest level of the European Union and since the aging of the population puts increasing pressure on social protection systems, these measures should be seen as long -term strategic investments, which are necessary for demographic and economic sustainability in the country.

In the same manner, the proposal to ban the use of mobile phones to the sixth row and regulate access to social networks up to 12 years indicates an allergy to an emerging problem: early exposure to children to the digital environment. The recent investigation warned of the negative effects of excessive use of electronic childhood devices, that is, at the level of nervous development, interest, language, sleep and mental health. The presence of similar legislation in countries like Spain, where the restrictions of the use of smartphones with access to the Internet to the age of 16 are promoted the importance of thinking about the most powerful measures in this matter. Thus, although the proposal concerned properly defines the problem, it may be more ambitious, as it adopts a more restricted model that distinguishes the exclusive use of analog devices to a more advanced age.

Finally, the continuation of the low -supporting youth tax department is the relevant support for young people in the early active life, especially in the context in which medium entry wages remain low and prove the cost of living, especially in large urban areas, they are especially high. Reducing the tax load on youth’s income can be an incentive to install them in national lands and retain talent. In addition, it contributes to enhancing economic autonomy and rising social mobility, which enhances the evaluation of qualified work at a specific stage of the life cycle.

In short, regardless of the political orientation of those who suggest them, it is important to realize that these measures respond to the concrete and structural challenges of Portuguese society. Childhood, paternity, and motherhood, combating against the demographic crisis, and protecting youth in facing early digitization and supporting their economic liberation are central pillars for a comprehensive, sustainable and coherent future project.
