From the legend of self -sufficiency to a new Back

There is a mermaid angle that is frequent at the Portugal farm, which is unrealistic that intends to make us believe that we are all in the same boat – that there is no “big heroism” in the conflict to obtain public money. But the reality insists on denying this illusion. They continue to win the same usual: rows and regions in a better historical position in seizing public, direct and indirect AIDS.

Those who dominate speeches and events, who nourish the myth of self -efficacy of national food, even when the cultivation deficit -exceeds the structural aspect of 3 billion euros. Also, those who are accustomed to the “Assad Slide” from the state’s budget and joint agricultural policy (PAC), and now they pretend that there are no distinct groups in Portugal – and still live – under public rents.

This is now, like the march virgins, to announce that “there are sectors that need more support.” I agree with the idea – but I do not agree very much about the sectors that must be supported. The focus should be on those who, after a decade of consistent public support, should be the ability to walk alone: ​​olive orchids, vegetables and internal products with DOP, IGP, Vineyard, wine and extended livestock. These sectors, when supporting them strategically, generate added value, employment and exports, help us to overcome natural restrictions, soil in climate and fighting, and enhance regional cohesion.

True: We must all withdraw to the same side – as long as this aspect is young farmers and family agriculture. This is where the support should be priority. The country needs deep structural reforms: canceling taxes, fees and tax, reducing context costs to the same value of Spain (such as electricity, agricultural diesel, insurance, plant pharmaceutical preparations, fertilizers, etc.) and making transparency bureaucracy. The state, in public gates, must publish all the evidence of procedures and rules applied to support, with clear updates whenever there are improvements or changes in processing rules.

The truth is that PAC did not take into account the properties of Portuguese agriculture, among other things: small exploration, much less than economics; Celsius of young farmers who are only a third of the European average; Mostly poor soil, with low levels of organic matter, 60 % of the national soil at risk of definition; Reduced irrigation space (only 16 % of the agricultural surface used), being a strategy to increase it to respond to the very irregular winter, when plants grow slightly, and scarring in the summer, when you need water.

Looking at this reality, a clear solution is imposed: the regional character is the following financial package. Instead of central management on the continent, we must go to the Nut III scale – that is, intercity and urban areas. As with Azores and Madeira, Portugal must have 24 regional strategic plan, with its own budgets and adaptation to local facts.

Portugal will remain in time to give the regional character to the next PAC, although there are 8 months late to start this process, if this option is one of the first measures taken by the next Portugal government.

Only then we can obtain Pac to contribute to building a truly, effective national agricultural policy, effective and able to respond to the Portuguese interests.

There are angles of sea nymphs from unlimited people politically wrong in Portuguese farms who want us to make us all together and that there is no “big heroism” to acquire public funds.

Unfortunately, what continues recently to prove it, only those who have always acquired the ranks and areas in the first places to seize public tools and direct and indirect aid, those who have historical and traditionally tried to pass the idea that it is possible to produce all foods in the country in the country. Policy (PAC), they want to believe that there are no distinct groups that have always benefited from the general income of strategies that were not served in the past, and do not work at the present time and will not work in the future.

In conclusion, one of the methods needed to give an effective response to all these imbalances is to give the regional character to the upcoming financial aid package in PAC, to pass it from the third level of the continent, the geographical field of crystalline societies and urban areas must contain 24 regional strategic plannings, as is the case with the independent areas of the Azeri and Makeira, with its remarkable budgets.

Portuguese farmers feel lost and lonely, because their products do not generate added value, as there is difficulty in paying bills, reaching money for urgent investments and preserving families. Public financial aid that you index on the surface of exploration, income support, and supports those who do not produce, and more than that, that rules for the entire continent cannot take into account the properties of different farms.

The agricultural sector is very special for all these effects. Challenges appear, but since every person should eat at least three times a day, we have always been able to continue the activity, and they have never lost food on the Portuguese table.

This is what distinguishes us: farmers are not people to reduce their arms, resign to adversity, or attack each other. Instead of people who look at challenges and do everything to overcome them.
