Europe choice and science in the United States: an opportunity for Portugal?
A century ago, it was the Center for Global Sciences in Germany. A third of the Nobel Prizes in Science was attributed between 1919 and 1933 to active scientists in this country, including Einstein, Phone Lao, Planck, Heisenberg and Gustav Hertz.

With the emergence of Nazism, many scientists resorted to the United States. At the end of the war, Europe has lost many of the most influential scientists against the United States and most European universities destroyed and unable to welcome them.
Global balance talents have changed. Discoveries such as radar and nuclear bomb have turned science into a greedy body. The race to weapons and space is the rest of the rest. The United States has established Darpa and NASA and printed an ambitious agenda. It has launched public investment in science and mentioned the United States as a new center for global science and technology.
After a century, the restrictions imposed on academic freedom and the discounts in financing are related to the American scientific community and may lead some of its scholars to think about other destinations. This can cause the new escape the brain and the redistribution of talents.
An investigation from “Nature” reveals that 75 % of American scientists looked at immigration. Among the most attractive destinations is Europe. The “Economist” also released a study based on Gallup data and conducted annually between 2022-24 with 150,000 graduates from 135 countries. Portugal is the twelfth country desired by those who want to leave the United States.
If you can provide an appropriate environment-competitive financing, stability and freedom of thinking can become attractive to scientists who are able to add value to universities, economics and country.
However, there is an important case. The Portuguese scientific and customary education system contains weaknesses, for example at the level of financing and professions. It is necessary not to have the ongoing efforts to improve it.
To achieve this purpose, any program will have to be designed to make the country more attractive to talent than the United States or anywhere else to find additional financing, along with what is for the scientific and higher education system. It is time to work with ambition and speed, but also with responsibility.
The creation of a chosen “Europe” financial tool, which allows European university alliances to launch its reception programs, is a hypothesis that must be taken into account. It may be the basis of a specific program, “Choose Portugal”, similar to what was just launched in France.
It is worth thinking about it.
