Hun. The National Director of the Public Security Police,

The Urban Transportation Association for Urban Bicycles on Bicycles was concerned about the monitoring process announced by the PSP Do Porto, which is held in the week before the International Bicycle Day, which focuses on the violations committed by bicycle users, which can be repeated in other cities of the country.

We share our commitment to the importance of reducing the risk of the road for all users of the public space. However, we warn of the dangers of an impartial approach that may be punished for global, benign and sustainable transport patterns, which unintentionally inhibits its use.

We inspire ourselves with the words of Chris Burdman, the Commissioner for the active mobility in the United Kingdom, who recalled that “we must make it easier for people to choose a healthy and non-contaminated travel-do not make it more difficult.” Inspection should focus on behaviors that pose a greater risk to road safety and human life, and they continue to be largely related to driving cars.

In addition, the National Activist Mobility Strategy (AMMAC), such as E2-11, sets PSP and GNR responsible for intensifying the prevention of risk behaviors by automated drivers, with the aim of protecting vulnerable users, such as cyclists.

In this context, we appeal to you. For this reason:

  • Ensure that the PSP procedure is directed towards the principles of proportionality, with priority for violations with the greatest impact on safety and public health, such as speed, abusive parking lots, lack of respect for pedestrian crossings and commitment to occupying the neighboring method of overriding because they are;
  • Enhancing the educational and preventive approach, especially with regard to active movement users, which are traded in contexts with bad infrastructure and signs;
  • Civil society and associations such as Mobi include awareness campaigns, and contribute to the culture of the safer, most comprehensive and responsibility roads;
  • Learn about the role of active and value movement in urban transport, improving public health and reducing claims.

We know that changing the model in movement requires adjustments from all interventions – citizens, authorities, planners and political decision -makers. But only with a coherent and supportive procedure, we can build more human, safe and sustainable cities.

MUBI is available to cooperate with PSP in designing strategies that enhance road safety without prejudice to active movement.
