Aveiro -iavo: fusion that makes (increasingly) meaning

The integration of these two municipalities is not just an administrative competence issue. It is a strategic need for the region for political weight and negotiation and its voice in a growing central country.

In Portugal, it is customary to say that there are many municipalities, a lot of parish councils and a lot of waste in local administration. In many cases, the administrative borders do not reflect the current needs of the regions and end up to destroy the population, double efforts and increase expenditures. A good example of the capabilities that can be found with more improved management is the potential fusion of Aveiro and ílhavo municipalities.

These two adjacent municipalities, geographical, culturally and economically, can become one municipality with more than 120,000 people, putting Avero between the ten largest municipalities in the country. In fact, one province was until 1898, today, in practice, one functional urban area, which grows in all directions. Fraud only delay. However, it will be much smaller (in the region) of CoIMBRA, Leiria, or Reeu, which only enhances the extent of the current municipal map. The truth is that Aveiro and ILHAVO are separate with a great meaning as if the banks of Keimbra were a distinguished municipality – Keimbra on the one hand, Santa Clara on the other hand. The fragmentation no longer serves the urban and social reality of the present.

With the merger, a more competitive area will appear, capable of Ombrement with medium -sized cities such as Braga or Keimbra, complaining more strongly than the central government and the European Union. In the short term, administrative and political repetition will be eliminated. In the medium term, projects will be delayed in today’s structure due to the lack of a common vision such as the relationship between PCI with Rua da Pêga or a joint strategy for movement, housing, sustainability and urban renewal. In the long run, a strong regional unit was created, with critical mass, commercial capacity and really integrated planning. This fusion is also the issue of sound and regional influence.

Aveiro and ílhavo continue to lose the political space and emphasize other most coherent and strategic regions. From the north, clear examples arise: ULS seeks between Duru and a regiment to expand at the expense of the ULS area in the Aveiro region, which focuses on resources and competencies in cities such as Espinho, Santa Maria da Vera or Olivira de Azimi. The vouga line itself, in the northern part, was recently combined into the walking corridor, and the use of municipalities is used under the influence of the port, while the rest of the section – which serves Aveiro – remains forgotten.

South, building university housing with state financing in Keimbra and Physiio, while in Aveiro delaying ads. Until an Anadia Wine School, a symbol of regional productive identity, is absorbed by Coimbra Polytechnic. From Reeu, economic groups such as Visabeira, which the Earth owns around the Aveiro Municipal stadium … for not doing anything. This deliberate paralysis only works to maintain the weak area and depend without confirmation.

Practically, the new municipal headquarters in Aveiro will be naturally. The existing diocese of Sao Salvador can become the diocese of Lahavo, which also maintains the Diocese of Javan Da Nazari and Javana D-which is absorbed by the latter as independent seimates. Also in Aveiro, there will be room for more rationalization: Sao Gasentu, with about 700 people, and it can be combined in the diocese of Gloria and Vera Cruz or in the diocese of Javanha Da Nazari, which is caused by the intersection of Mahalafu.

This is the type of reorganization that should be discussed publicly, especially now after the mandatory review of the land planning report (Reot 2025) has approached. Aveiro-Lilhavo Fusion can be a successful experimental issue, explaining how more effort can be made, without sacrificing identity or the proximity that enhances it by means, size and vision.

The problem of regional fragmentation is far from being exclusive to this region. There are cases such as Sao Joao Da Madeira, with only 8 square kilometers and their entire Tolash between Santa Maria Da Vera and Olivira de Azimis, or the connection junction, which was sought from Torres Novas, are other examples of municipalities that no longer benefit from this administrative self -ruling.

The same applies to other continuous urban areas, such as the Greater Porto, where the establishment of a unified municipality will allow reduction from six to a number of heads of the Chamber, which will improve the management of transport, housing, waste and urban planning. Closer to Aveiro, examples such as M mottosa integration with Estarreja or Leachaada, Anadia and Oliveira Do Bairro in a real municipality of “Bairrada” are options that must enter public discussion.

More than half of the current population of municipalities in Aveiro and Ilhavo has arrived in the past two or three decades – people who do not hold sterile competitions or neighborhoods, but they need effective services, better transportation, accessible housing and quality of life.

If Portugal wants to be a country with more balanced and sustainable lands, it must begin courage to discuss reorganizing seriously. Keep everything as the easiest option – and also the most suitable for those who live on Statu quo. But it is not at all. If we want to stop regional reorganization more modern, fair and effective.
