A fundamental step for marching the contract provides for the formation of a joint investment fund with Washington.
A week after Ukraine and the United States signed the contract, it is necessary to provide access to Washington for essential minerals and other Ukrainian natural resources.
Kiev expects a contract to ensure long -term support for his protection against Russian invasion.
The agreement was held for several months in tense negotiations. Ukraine employees say that the final agreement signed on May 1 will benefit Ukraine, which will reduce the status of Kieva to a small partner and give Washington an unprecedented rights on the country’s resources.
The deal is established by Ukraine to establish a reconstruction fund, which is a vehicle for the future US military assistance to ensure that Kiev’s defenders expect.
Earlier this year, the previous contract was signed almost, but US President Donald Trump, Vice President JD Wans and Ukrainian leader Volodimir Jelenski failed after a tense discussion.
Ukrainian Economic Minister Yulia Swiridenko explained last week’s Facebook post, “This agreement was prepared in a version that provides mutual beneficial conditions for the two countries.”
“This is a contract, in which the US is committed to promoting long -term peace in Ukraine and reaching Ukraine’s contribution to world security by abandoning its nuclear weapons repository,” he said.
Prior to signing the contract earlier this month, the Foreign Department praised the contract, calling the US “Friends of Ukraine”.
“The contract on minerals is aimed at ensuring prolonged economic alliances with Ukraine. We want this partnership to be on the basis of security on the basis of peace. We want them to be worthy of creating conditions in Ukraine,” said Foreign Deputy spokesman Micknan Huston.
Ukraine assumes that this agreement is a way to ensure its largest and most important allies and does not suspend military support, which is based in its three -year struggle against Russia’s total invasion.
In a statement, Treasury Secretary Scott Bession signed a document by the United States, saying, “This agreement clearly refers to Russia. The Trump administration has long promised a free, sovereign and prosperous Ukraine process.”
What includes the contract?
The contract includes minerals, including elements of rare land, but other valuable resources, including oil and natural gas, according to a speech published by the Ukraine government.
It does not have resources that are already a source of revenue for the Ukrainian government.
Any profit under the contract depends on the success of new investments. Ukrainian employees noted that the deal did not refer to any Kiev debt obligations, which means that financial profits would not be used to pay for their previous support.
He emphasized that the Ukrainian delegation confirms that the entire rights of the resources are with Ukraine and that the Ukrainian government will decide where to extract and where it is.
The text lists 55 minerals, but points out that others can be awake.
Trump has repeatedly expressed interest in Ukraine’s rare land resources, some of which have been added to the list such as titanium, lithium and uranium.
How does the investment fund work?
The contract establishes investment fund for renovation; According to Swissinko, both the United States and Ukraine will have the same contribution to its administration.
Ukraine expects to attract investments and technology from the US and Europe, which will be supported by the US government through the International Development Finance Institute.
It is expected to contribute to the Ukraine fund with 50% of the future profits from the state’s natural resources. The United States will contribute to the form of direct funds and equipment, including the most required air protection systems and other military aid.
The contributions for this fund will be re -invested in mining, oil and gas and infrastructure projects.
Swiritenko said the profit would not be removed from the background in the first ten years.
Initially, Trump administration officials pressured to obtain a contract, in which Washington would be exploited as compensation for their war support for $ 500 billion (442 billion euros).
But Jelenski rejected the project and said he would not sign a contract, which “10 generations will be paid by the Ukrainians”.
