The Gaja Kallas Project of 40 billion to Ukraine at the EU Summit fails

The plan for the mobilization of 40 billion in military support for Ukraine has failed to obtain the necessary political power at the summit of the EU leaders on Thursday, which is actively compromising its credibility.
A plan designed by top representative Gaja Kallas to raise 40 billion to Ukraine from the new military support failed to gain political power during EU leaders on Thursday.
The reaction was very weak and some diplomats announced the “dead” plan.
The results of the summit dedicated to Ukraine were recognized as “extraction” In 26 countriesAfter the Hungary Volley, they only passed the Kallas project, not to mention any purpose of financial values.
“The European Council recalls efforts to strengthen EU military support for Ukraine, which is a high -representative to coordinate the support of other states and other states,” the speech states.
Kallas did not even add in the results as describing as the most “realistic” element of his plan: 5 billion euros to buy 2 million ammunition for KievIn the short term. Artillery ammunition is cheaper and easier to get than advanced weapons.
“I think it is important to have a definitive decision,” Kallas faced questions about his plan when he went to the summit Thursday morning.
“If we cannot make the decision for the year for us to have a short time, we will decide on the immediate requirements of Ukraine based on ammunition.”
President Volodimir Jelensky made the same request to the leaders in the room in a virtual speech. “We need funds for artillery bullets. We want to support at least five billion euros soon,” he said.
But Kallazo or Jelenskio could not convince the leaders: 2 million ammunition bullets goals or alternatively, 5 billion euros. You can only find a general note on “large and missile cannon ammunition”.
Asked about the absence of this, Antonio Costa, president of the European Council, tried to escape the issue, saying that member states have already pledged 15 billion euros with additional support to Ukraine and new duties were expected in the coming weeks following the European Commission’s restructuring set.
“We continue to analyze other ways to increase our support for Ukraine,” Costa said.
“We are unwavering until the end of this war. After the war, we will continue to support Ukraine with the guarantees of peace. Most importantly, we will continue to coordinate Ukraine in the EU.”
The disaster around the Kallas project is not entirely surprised.
In the days before the summit on Thursday, diplomats expressed many concerns and unresolved issues around their proposal, which some were well -intended, but were described in the urgency.
In particular, according to the “economic weight of each country”, a “part of military contributions” was used as an important indicator of the GDP’s National Yield (RNP) to ensure a fair distribution of donations. This model has faced great opposition from major countries such as France and Italy, which must contribute a significant amount of money as per the RNP key.
However, other countries have raised how national duties such as Costa will be taken into account and how many third countries such as the United Kingdom and Norway will be included in the general commitment.
The capitals have also urged the European Union to provide answers to how the EU is part of 18 billion that the European Union will provide a part of an extraordinary debt supported by the unexpected profits of Russia’s frozen assets. (Referred to in credit results).
From the very beginning, if it is built as a voluntary plan to avoid Hungary’s veto, there is also the question of how to practice this initiative to use in practice.
In spite of the lack of confidence, some diplomats claim that the strategic changes can still restore the Kallas program – that is, by removing the RNP indicator.
