Returns the Ministry report with a balance of six public policies
The Ministry of Planning and Budget (MPO) focuses on Wednesday (23), a re -VAL observation report of six federal public policies, climate change, drought, sport and connectivity.
These documents resolve actions such as Climate Fund, Operation Car-Pipa, Sport Promotion Act, Wi-Fi Brazil Program and Thermoelectricity subsidies.

Invest in weather background adaptation and concentrates resources in the south and southeast
Although the R in 2023, the National Climate Change Fund is concentrated in 92% reimbursable model of its resources, which is maintained by BNDES and mainly focus on financing of fuel projects.

Tax cars become a permanent response to drought in Semrid
Operation Car-Pipa was created as an emergency action in 2012, but consolidated as a permanent approach to hundreds of municipalities. Evaluation shows that 57% of the 947 municipalities who worked were used for more than 70% between 2012 and 2022.
“These numbers indicate that an emergency planned action has become permanent to a significant number of municipalities.”
Despite the high cost – only 2023 spent R $ 566 million – used to create alternatives such as Costerne installation. In many cases, these alternatives are cheap and more effective.

MPO recommends that the use of tanker cars in 400 municipalities by 2026 is to be converted into 400 municipalities, as well as reviewing the logic of emergency actions.

The sports incentive law increases, but continues without control over the results
In 2023, the Sports Promotion Act broke the record, and the R $ 912 million was recovered by income tax reduction. The value of this sector represents 48% of the federal budget. However, without information on projects and beneficiaries, the Ministry of Planning has identified serious follow -up failures.
“Without this information, it is impossible to predict whether resources promote more physical activity in Brazilians.”
There are no consolidated database, project georepancing or mechanisms to assess the effectiveness of the policy. The document also warns about the fragility of the control mechanisms and the lack of integration with states and municipalities.

The MPO recommends creating a public base with data from supported projects, developing regular performance indicators, and adopt routines to cross the information to identify the conflicts of interest.

Wi-Fi Brazil serves schools, but does not cause much harm
The Wi-Fi Bryl program has 9 159 million invested in 2023 and installed free internet access points mainly in public schools-which focuses on 88.8% connections. It is explained by demand for focusing on schools, but the program continues to work through sudden demand.
“The service is in demand, that is, the citizen or community may request the service through Gov.BR channel.”
The problem is that in most discrete areas, most categories do not have access to this type of request. Lack of proactive mapping directly affects the ability to prioritize those in need.

MPO recommends strengthening the reform, definition of preference standards and the rule of the program.

Subsidy is maintained to thermalectric plants even without proof of results
Created in 2001, the Thermoelectric subsidy revised the value in 2023. After a change in the calculation method, 9 689 million projection million fell to 24 million. Even with this adjustment, the MPO believes that the policy will continue without technical justification and monitoring structure.
“There is no proper regime structure of the estimated approach. As a result, there are problems such as lack of transparency and pronunciation between different organs.”
Since 2011, plants that do not take advantage of the country indicate the most thermal energy production in the country. The policy, according to the report, has lost the vigilance and does not attract representative impact or new investment on prices.

MPO recommends the creation of the unit responsible for monitoring and spreading the subsidy finish and data in more detail.
