With a serious political path in Barcarena, Renato Ogawa is currently the mayor of the municipality. Apart from the post of Municipal Executive Head, Renato Ogawa was once the Deputy Mayor of Para’s State Deputy, Councilman, Mayor, Barkerena. In parallel to public duties, the President of the Ogawa Progressive Party (PP) is the state president. In an interview with the Liberal Group, Barkarnens highlighted the city’s economic efficiency and challenges in establishing municipal policies before the stable development of the population.
Ogawa has highlighted the insertion of the municipality in the Metropolitan area of Belem (RMB). The Municipality from the Brazilian Institute of Geography and Statistics (IBGE), released in August 2024, has already updated Metropolitan and Urban Aglomerations. The inclusion was approved by Alepa and was granted by the Governor Helder Barbado in April 2023. See Special Interview:
How do you assess the major progress and the biggest challenges faced from the beginning of your management in Bar Carreena?
It is important to say challenges to the size of the Barcarena and even Brazil. There is no way to ignore the Barkerena’s V. Especially in para here, every day we consolidate each other in our logistics, port’s importance.
“And I said, surely, the development of Para passes through the barcaerena – because of this logistics problem, our port construction.”
If you look up and see the investment opportunities around Para’s economy, they are all directed to Barkerena. I use it as an example: when it comes to railroad, it is possible to get two railways to our state, connecting the northern region to the southern part of the country – and their destination is always the Barkare.
When it comes to waterways: Pedral Do Laureno is required to collapse. What? To start navigation to the harbor of Vila Doe Constay. So, I said, surely, the para development passes through the barcareena. This makes this importance of our municipality – and even great challenges – so that we can manage and prepare the city for this growth, development and projects coming here.
“Today Brazil has announced that it will have a record grain crop. And what is the logistics corridor that offers the best benefits to drain this product? This is the corridor by Porto Do Kande, which makes us competitive and ready for the arrival of municipal barges and trucks for this Brazilian product flow.”
This gives the state and the country a great V. To manage the municipality, we all need a lot of responsibility to receive these organizations and make everything happen as best as possible. We can live in a balanced way amidst economic benefits and social interests of the population.
How to balance this strategic role with the demands of social and urban infrastructure that still continues in many societies?
This is a daily challenge. This situation of growth and job creation has mostly sought Barcarena – new companies and people are looking for good days, looking for good days. This creates an increasing demand for education, health and homes.
So the municipal government always needs to know about these movements. With every new venture being announced, we already know that demand for basic services is increasing. This requires the municipality to focus and act as a remedy. We cannot afford the cannot and then want to solve the problem.
And we already have this history in the municipality. It is already a reality: With the advent of new people, we will take time to understand that the barcairena is growing every day. And we need to be tuned and ready to give the population social responses.

Since 2014, the Barcarena Municipality has been fully connected with UN and Sustainable Development Goals (SDG). Our budget and multiple plans are guided by these goals.
This makes every new venture that comes, we already display our values in relation to the profile of the municipality and stability. We try to participate in everyone, as protecting the environment and protecting people is not the only responsibility of public power. Those who come to invest in Barcarena should provide a steady growth to the city and the population.
Recently, Barcarena officially joined the Belem Metropolitan area. In practice, what does this change mean to municipality and residents?
“Explains in a very affordable language: When we leave the inner area of Para and become a metropolitan area, we change the level. Public policies are also different – they are more connected to the federal government and the state government.”
Investments also change, especially in sanitation and housing sectors. The municipality now has a different value because it is included in the metropolitan area.
“And some people realized that Barcarena was the neighbor of Belim. For example, we were close to Belim than Marituba. If you feel Rio as our street, cross the Ver-o-peso, there in Gujare Bay, and you are already in Barkerena.”
Ona, Arapiranga Island, Arapari Island island – all part of our municipality. We are on the other side of the city, only by a river.
So integrating the Metropolitan area is to identify the geography of our state and the importance of Barkerena. We are important for both metropolitan and boss tokontins.
Barkerena has a huge tourist capacity. Is there any municipal plan to promote tourism?
We basically see two types of tourism: summer rest tourism – in which people look for freshwater beaches, calm – and business tourism.
There are our islands like Trumboca, which is the mainstay. The carry is sophisticated and already has infrastructure. Since municipality has a very strong profession for logistics we are betting a lot about the tourism sector of opportunities – here is the largest port in the north.
Business tourism is very interested in us. And the world has already realized this: we have received monthly visitors from China, Europe, big industrialists and investors who are interested in settling in Barkerena.
The hotel profession here is so high, and the difference sees: it is bigger than on the weekends, certainly due to business tourism. What is happening here in the economy is important to the world – and it attracts outsiders to Barcarena.
COP 30 (the 30th United Nations Meeting on Climate Changes), which is done in the beleme at the end of the year and the world focus on the area, how does Barcareh want to insert themselves in this case?
Obviously, for our commitment to the sustainability and contracts we have with international organizations related to the climate, the Barkerena has already been included in the COP.
Cap, in my view, is designed with many events in the same event. And we have amazing experiences in sustainability here in Barkerena, which will definitely be a scene of visits. We have already asked many companies that want to associate with what is happening here.
I am an example of the fact that Para’s first municipality is Barkareena with a PhotoTaic power plant serving 89 schools. For example, you go to a school on the island of Omhania and find everything with the masonry, air – mudsoned, solar power, Internet and drinking water – it is amazing, we are on the edge of the river and do not have drinking water.
Today we are able to provide it to our students and the surrounding society, with deep wells that provide quality water. We have very successful cases in sustainability, which certainly attracts visits from people interested in understanding how people live on Amazon.
How is Barkerena in the context of climate change taking into account economics, geography and stability?
Today is associated with the UN and many international organizations discussing the Barcarena weather problem. We have an important role in this scenario. We are the center of elasticity – the municipality used as an example of these creatures, the motivation of positively affecting other municipalities of Para.
Today is our biggest challenge to insert society in this discussion. We have tried to participate in municipal and state leaders, but it is essential to understand their role in dealing with climate change. So we have a more stable atmosphere, everyone should participate.
Barcarena sees this way, and we want to deal with this way: as an example municipality, inspiring and mobilizing leadership.
